Electrical Engineer II/III Responsibilities The Systems Engineering Department at Four Corners Power Plant is looking for an Electrical Engineer II/III who will perform engineering design, modifications, economic and analytical support to prepare engineering programs, evaluate resource alternatives and various business arrangements and/or provide price and/or load consumption analysis for one or more of the following disciplines: electronics, electrical, mechanical, and/or chemical for the development of a long-range system plans to ensure the most economic transmission system for the Company and to anticipate and satisfy customer needs. Ensures the reliability and safe operation of electrical system by analyzing load and reliability data. Proposes economical solutions to be budgeted. Subject to shift work. May be responsible for project leadership of simple to simple-complex designs for construction, location and relocation of company facilities for new and existing external customers, state and local governments and internal company engineering, planning and maintenance processes. Plans, designs, schedules, coordinates and ensures completion of all facets of the project, from initiation through construction close out. May perform transmission analyses and generation pricing studies to support the direct access sales and marketing plans and to support marketers in making sales of electricity in competitive markets. Work is performed with general guidance, specific engineering design, modifications, and technical assistance.Minimum Requirements - Engineer II:Requires Bachelor's degree in Engineering (applicable engineering specific to area of assignment) or Professional Engineer designation plus two (2) years working experience or equivalent combination of education and experience. Must posses working knowledge of operating and engineering practices, safety rules, company policies, applicable codes, standards, methods and any related union agreements in the area of discipline and or assignment. May require experience in design, operations or planning of distribution systems, understanding of company resource utilization and computer models used in resource use simulation, probability and economics, excellent technical and analytical skills, working knowledge of transmission systems essential and/or extensive knowledge of excel and other databases used for graphs and charts. Minimum Requirements - Engineer III: Requires Bachelor's degree in Engineering (applicable engineering discipline specific to area of assignment) or Professional Engineer designation plus five (5) years working experience or 9 years equivalent combination of education and experience. Must possess comprehensive knowledge of energy analysis, engineering applications, business, and finance, working knowledge of applicable codes, standards, practices, and methods in the area of individual's discipline. EIT and Certified Energy Managers certificate preferred. Must have good understanding of construction, operating and engineering practices; safety rules; company policies and union agreements. Major Accountabilities: Assist in developing schedules, operating reports and/or block loading maps, creating aggregated load and least cost supply portfolios; with surveys, project design and preparing drawings while considering environmental, reliability and regulatory factors.Ensure all potentially feasible transmission expansion possibilities are considered for future additions by developing alternative expansion plans.Ensure engineering design, project control and oversight work has high technical quality, is cost effective, in compliance with established standards, codes and regulations, maintains future reliability, satisfies customer requirements, budget and schedules to meet or exceed all reasonable or agreed upon customer service levels.May Assume responsibilities as project leader for simple to simple-complex projects, to include planning, designing, scheduling, and coordinating all facets of the project from initiation through construction and close out.Effectively interface with customers to assess their needs, determine the scope of the project, obtain necessary data and make key decisions. These decisions may require consultation with external or internal customers or employees.May prepare work authorizations (WA) and the estimates, extension agreements, bill of materials; prepare contracts and obtain approvals and/or order materials and equipment, coordinate request for feasibility study, collect monetary advances from customers; do meter sets and set up the premise in the system, request Blue Stake. May formally request and negotiate for transmission service under existing open access tariffs.May perform analysis to determine least cost paths over which to make competitive sales or generate pricing studies or perform competitive intelligence searches using databases.Provide technical assistance and guidance to department personnel to enhance department performance and productivity. Guide, direct and train engineers in both engineering design and project management. Provide effective field support as necessaryConduct various inspections prior to and during project to ensure project is on schedule and within code and company specifications.Maintain the highest level of employee and public safety while adhering to Labor Agreement and Accident Prevention Manual.May act as Plant Coordinator, assist with identifying distribution system deficiencies and initiating corrective action plans or assist in legal, licensing and other reporting requirements or updating related databases.Perform testing and analyzing data of plant equipment, trouble shoot and resolve design problems, keep other team members and departments informed of activities as needed.Increase knowledge of potential future transmission technology and/or identify opportunities to serve customers such as through Internet information on issuance of Request for Proposals.Export Compliance/EEO This position may require access to and/or use of information subject to control under the Department of Energy's Part 810 Regulations (10 CFR Part 810), the Export Administration Regulations (EAR) (15 CFR Parts 730 through 774), or the International Traffic in Arms Regulations (ITAR) (22 CFR Chapter I, Subchapter M Part 120) (collectively, "U.S. Export Control Laws").
